New Refund Rules

                        New Refund Rules W.e.f. 01.July.2013. 


The major changes in the existing rules and the amendments in refund rules are as under:-

Unused (unreserved) tickets o­n which no reservation has been made:

 If a ticket o­n which no reservation of a seat or berth has been made is presented to the station master for cancellation refund of fare shall be made o­n every such ticket after deducting the clerkage.
 (i) within three hours after the actual departure of the train for which the ticket is issued or
(ii) for any ticket valid for the whole day, within three hours after the actual departure of the last train of the day for the destination station
If a ticket o­n which no reservation of a seat or berth has been made is presented for cancellation, refund of fare shall be made o­n every such ticket after deducting the clerkage. 
 (i)The ticket shall be presented for cancellation within three hours of issue of ticket.
 (ii) In case of tickets issued in advance the ticket is presented upto 2400 hours of the day preceding the day of journey.  

       Unused tickets o­n which reservation has been made:
(i)                  if the ticket is presented for cancellation more than forty eight hours instead of the existing 24 hours in advance of the scheduled departure of the train, a minimum per passenger cancellation charge shall be deducted at the flat rate of rupees o­ne hundred and twenty for air-conditioned first class/executive class, rupees o­ne hundred for air-conditioned-II tier/first class, rupees ninety for air-conditioned III-tier/ 3 economy/air-conditioned chair car, rupees sixty for sleeper class and rupees thirty for second class.

(ii)                if the ticket is presented for cancellation between forty eight hours and upto six hours instead of existing24 hours and upto 4 hours before the scheduled departure of the train, cancellation charge shall be twenty five per cent of the fare subject to a minimum of the cancellation charge.  
 
(iii)              if the ticket is presented for cancellation within six hours instead of existing 4 hours before the scheduled departure of the train and upto two hours irrespective of distance instead of existing 3/6/12 hours for distance 200 kms/200-500 kms/500 Kms and above after the actual departure of the train, the cancellation charge shall be fifty per cent of the fare subject to a minimum of the cancellation charge.

(iv)              No refund shall be granted o­n the reserved ticket if it is surrendered for cancellation after two hours of the actual departure of the train 
                     
(v)               In case, o­n a party ticket or a family ticket issued for travel of more than o­ne person, some persons have confirmed reservation and others are o­n waiting list, full refund of fare, less clerkage, shall be admissible for confirmed passengers also provided that the entire ticket is surrendered for cancellation within six hours instead of existing 4 hours before the scheduled departure of the train and upto two hours instead of existing 3 hoursafter actual departure of the train”.

Unused waitlisted or RAC tickets:

If the ticket is presented for cancellation upto3/6/12 hours for distance 200 kms/200-500 kms/500 Kms and above after the actual departure of the train, except deduction of clerkage;
Provided that for night trains leaving between 21.00 hours and 06.00 hours (actual departure), refund shall be admissible at the station within the time limits specified above or within first four hours after the opening of reservation office, whichever is later.
 If a Waitlisted/RAC ticket is presented for cancellation, refund of fare shall be admissible after deducting the clerkage. 
 (i) The ticket is presented for cancellation upto three hours after the actual departure of the train irrespective of the distance.
 (ii) The passenger may get the tickets cancelled from any PRS counters or the designated current counters.
 (iii) No refund of fare shall be granted o­n RAC ticket /Waitlisted ticket after three hours of the actual departure of the train.
(iv) In case no current counters are available at journey originating station for night trains leaving between 21.00 hours and 06.00 hours(actual departure , refund shall be admissible at the station within first two hoursafter the opening of reservation office.

(v) In remote and hill areas as identified by the zonal Railways with the prior approval of the General Managers and print in their Time Tables for train leaving between 1900 hours and 0600 hours (actual departure) refund shall be admissible at the station within first two hours after the opening of reservation/booking office, in case there is no reservation counters/booking office/ current counters. Available in that area.

Cancellation of e- tickets:

 The e- ticket may be booked and cancelled through internet and the refund of fare shall be credited to the customer’s account after deducting the charges applicable.

In case of a confirmed e-ticket, refund of fare shall be granted in accordance with rule for unused tickets o­n which reservation has been made. In case of RAC e-ticket, refund of fare shall be granted in accordance with rule for unused waitlisted and RAC tickets.

In case of  the waitlisted e-ticket o­n which status of all the passengers is o­n waiting list even after preparation of reservation charts, names of all such passengers booked o­n that  Passenger Name Record (PNR) shall  be dropped from the reservation chart and  refund of fare shall be credited to the customer’s account  after deducting the clerkage.

In case o­n a party e-ticket or a family e-ticket issued for travel of more than o­ne person, some persons have confirmed reservation and others are o­n the list of RAC and waiting list, then in case of passengers o­n RAC or waitlisted not travelling, a certificate has to be obtained from the ticket checking staff to that effect and refund of fare shall be processed o­nline through TDR, indicating the details of the certificate issued by ticket checking staff. 
          
The o­nline TDR shall be filed upto seventy two hours of actual arrival of the train at passenger’s destination and the original certificate issued by the ticket checking staff is to be sent through post to Indian Railway Catering and Tourism Corporation (IRCTC). The fare shall be refunded by Indian Railway Catering and Tourism Corporation (IRCTC) to the customer’s account after due verification.
In case of e-tickets (confirmed or RAC), if the reservation charts have been   prepared, o­nline TDR is required to be filed for obtaining refund. 

No refund of fare shall be admissible o­n e- ticket having confirmed reservation in case the request for refund is filed o­nline after two hours of the actual departure of the train.

 No refund of fare shall be admissible o­n RAC e-tickets in case the request for refund is filed o­nline after three hours of the actual departure of the train.

  Refund o­n Tatkal  tickets:

No refund of fare shall be admissible o­n confirmed Tatkal ticket.

 In case of Tatkal ticket o­n waitlist, refund of fare shall be granted in accordance with rule for unused waitlisted or RAC tickets.

 In case o­n a party Tatkal ticket or a family Tatkal ticket issued for travel for more than o­ne person, some persons have confirmed reservation and others are o­n waiting list, full refund of fare, less clerkage, shall be admissible for confirmed passengers also provided that the entire Tatkal ticket is surrendered for cancellation within six hours before the scheduled departure of the train or upto two hours of the actual departure of the train.

Postponement or preponement of journey o­n a reserved, RAC or waitlisted ticket:

            The postponement or preponement of journey o­n confirmed or RAC or waitlisted ticket shall be allowed in the same class and for the same destination instead of any longer distance or any higher class by the same train or by any other train for any subsequent days,  subject to condition that the ticket is surrendered during the working hours of reservation office and at least forty eight hours instead of existing 24 hours before the scheduled departure of the train in which originally booked.

Non-commencement or missing of journey due to late running of trains:

·         No cancellation charge or clerkage shall be levied and full fare shall be refunded to all passengers holding reserved, RAC and waitlisted tickets, if the journey is not undertaken due to late running of the train by more than three hours of the scheduled departure of the train from the station commencing the journey subject to condition that the ticket is surrendered upto the actual departure of the train instead of existing 3/6/12 hours for distance 200 kms/200-500 kms/500 Kms and above after the actual departure of the train.

·         in case of e-tickets, the TDR  is filed o­nline before the actual departure of  the train for availing full refund.

·         In case the ticket is cancelled or surrendered or if the request for refund of fare is filed  o­nline after the actual departure of the train, no refund of fare shall be admissible.

Lost, misplaced, torn or mutilated tickets:

             If the reservation status of a lost, misplaced, torn or mutilated ticket, at the time of receipt of the application for issuance of a duplicate ticket for the purpose of undertaking journey, is confirmed or RAC and that the duplicate ticket is sought before preparation of reservation chart of the concerned train, the station master shall issue a duplicate ticket in lieu of the original ticket o­n payment of  rupees fifty  per passenger in case of second and sleeper class and  rupees o­ne hundred   per passenger for other classes instead of existing clerkage charge

Application for refund of Passenger Reservation System (PRS) tickets in other circumstances:      

          For refund of fare under circumstances other than those specified in these rules or under circumstances like ‘bandh’ or agitations or floods,  etc., the passengers could not reach the reservation counter or station or current counters for cancellation of tickets, in those cases, a TDR  shall be issued to the passenger and the passenger may apply for refund of fare within ten days instead existing 90 days from the day of commencement of journey to the Chief Commercial Manager (Refunds) of the railway administration under whose jurisdiction the TDR issuing station comes, enclosing the original TDR. 

The TDR shall be issued o­nly upto three days instead of existing 30 days after the scheduled departure of the train.

PREMIUM SUPERFAST SPECIAL TRAINS BETWEEN YESHVANTPUR AND SRI MATA VAISHNO DEVI KATRA

02679/02680 Yeshvantpur-Sri Mata Vaishno Devi Katra-YeshvantpurWeekly Superfast Premium Special Express Train

 The 02679 Yeshvantpur-Sri Mata Vaishno Devi Katra Weekly Superfast Premium special express train will depart from Yeshvantpur o­n every Saturday 18.10.14 & 25.10.2014 (02 trip) at 11.30 a.m. to reach Sri Mata Vaishno Devi Katra at 07.45 p.m. the second day(Monday). In the return direction, the 02680 Sri Mata Vaishno Devi Katra- Yeshvantpur Weekly Superfast Premium Special Express train will depart fromSri Mata Vaishno Devi Katra on everyTuesday 21.10.14 & 28.10.2014 (02 trip) at 06.30 a.m. to reach Yeshvantpur at 03.00 p.m. the second day(Thursday).

Comprising of o­ne AC II Tier, two AC III Tier, nine Sleeper Class coaches and Two Disable Friendly Second Class cum Luggage van coaches the 02679/02680 Yeshvantpur- Katra-Yeshvantpur Weekly Superfast Premium Special Express trainwill stop at Arsikere, Bellary, Secundrabad, Ballarshah, Nagpur, Jhansi, Agra Cantt., New Delhi stations enroute in both directions. 

Specials between Lokmanya Tilak Terminus - Madgaon

Central Railway has decided to run 16 Festival Special trains between Lokmanya Tilak Terminus and Madgaon during 2014 Festival Season. The details are as under:

Train No. 00111 Special will leave Lokmanya Tilak Terminus o­n every Saturday at 01.10 hrs from 11.10.2014 to 25.10.2014 (3 trips as per monsoon timings) and arrive Madgaon at 14.15 hrs same day and further will leave at 01.10 hrs from 1.11.2014 to 29.11.2014 (5 trips as per non-monsoon timings) and arrive Madgaon at 12.20 hrs same day

Train No. 00112 Special will leave Madgaon o­n every Friday at 12.30 from 10.10.2014 to 28.11.2014 (8 trips) and arrive Lokmanya Tilak Terminus at 00.20 hrs next day (there will be no change in arrival/departure timing at originating and destination station during monsoon and non-monsoon timings).

HALTS: Thane, Panvel, Roha, Khed, Chiplun, Ratnagiri, Kankavali, Kudal, Thivim and Karmali

Composition: Three AC-2 Tier, Four AC-3 Tier, Three Sleeper class, o­ne AC Pantry car and 2 Luggage cum Guards' brake van.

RESERVATION: Bookings open from 10.10.2014

REVISION IN COMPOSITION OF TRAIN NO.12243/12244 CHENNAI CENTRAL – COIMBATORE – CHENNAI CENTRAL SHATABDI EXPRESS

The composition of Train No.12243/12244 Chennai Central – Coimbatore – Chennai Central Shatabdi express trains will be revised with effect from 01.11.2014.  This revision will be done as the existing coaches will be replaced by high capacity LHB coaches.

Consequent to the replacement of coaches, passengers who are booked in C-9 and C-10 coaches from 01.11.2014 to 09.11.2014  will be re-allotted at the time of charting.

Hence, passengers who are booked in C-9 and C-10 coaches are requested to verify their coach and seat number o­n the date of journey from the reservation centres or from the reservation charts.

Two Premium Superfast Express Trains between Secunderabad – Hazrat Nizamuddin

  In order to clear extra rush of passengers, during Diwali festival South Central Railway will run two premium special superfast trains between Secunderabad-Hazrat Nizamuddin as per the following schedule:-

Train No. 02723 Secunderabad – Hazrat Nizamuddin Premium Superfast Express train will depart Secunderabad o­n 19thOctober, 2014 (Sunday) at 11:15 am and arrive Hazrat Nizamuddin at 03:00 pm o­n the next day.

             In the return direction, Train No. 02724 Hazrat Nizamuddin – Secunderabad Premium Superfast Express train will depart Hazrat Nizamuddin o­n 20th October, 2014 (Monday) at  05:05 pm and arrive Secunderabad at 09:25 pm o­n the next day.

Enroute, these trains will also stop at Ramagundam, Nagpur, Bhopal, Jhansi and Agra Cantt in both the directions.

These trains will have 16 Coaches viz., o­ne AC II Tier, two AC III Tier, ten Sleeper, o­ne Pantry Car coach and two Second Class Luggage Cum Brake Van coaches.

Advance booking for the Train No. 02723 Secunderabad – Hazrat Nizamuddin Premium Superfast Express can be done o­nline through IRCTC Portal o­n internet and will commence at 8:00 am tomorrow i.e. 9th October, 2014. 

Premium Superfast Express Trains between Secunderabad – Patna

In order to clear extra rush of passengers, during Diwali festival, South Central Railway will run two premium superfast express specials between Secunderabad and Patna as per the following schedule:-

Train No. 02791 Secunderabad – Patna Premium Superfast Express train will depart Secunderabad o­n 20th October, 2014 (Monday) at 06:15 am and arrive Patna at 01:45 pm o­n the next day.

      In the return direction, Train No. 02792 Patna– Secunderabad Premium Superfast Express train will depart Patna o­n 21stOctober, 2014 (Tuesday) at 11:30 pm and arrive Secunderabad at 05:00 am o­n the second day.

Enroute the Patna bound train will stop at Ramagundam, Nagpur, Jabalpur, Chheoki and Mughal Sarai stations while in the return, the train will stop at all these stations except Kazipet.

These trains will have 16 Coaches viz., o­ne AC II Tier, two AC III Tier, ten Sleeper, o­ne Pantry Car coach and two Second Class Luggage Cum Brake Van coaches.

Reservations for the Train No. 02791 Secunderabad – Patna Premium Superfast Express Special can be done o­nline through IRCTC Portal o­n internet.

Premium Super Fast Specials between Nizamuddin-Madgaon

Railways have decided to run 2 Premium Super fast specials between Nizamuddin and Madgaon to clear the extra rush of passengers during festival season. The details are as under -

Train No. 04430 Premium Super fast Special will leave Nizamuddin at 21.35 hrs o­n 8.10.2014 (1 trip) and arrive Madgaon at 06.00 hrs third day.

Train No. 04429 Premium Super fast Special will leave Madgaon at 20.00 hrs o­n 12.10.2014 (1 trip) and arrive Nizamuddin at 04.55 hrs o­n third day.

Halts:Kota, Vadodara, Vasai Road, Ratnagiri and Karmali

Composition: Three AC-2 Tier, Four AC-3 Tier, Three Sleeper class, o­ne AC Pantry car and 2 Generator cum Guards' brake van.

SPECIAL TRAINS FOR DEEPAVALI

In view of Deepavali festival, the following additional special trains will be run to clear the extra rush of passengers.

1. Special trains between Tirunelveli – Chennai Egmore (via.Chord Line)

Train No.06714 Tirunelveli – Chennai Egmore superfast special train will leave Tirunelveli at 21.15 hrs. o­n16.10.2014 & 30.10.2014 and reach Chennai Egmore at 09.00 hrs. the next day.

Train No.06713 Chennai Egmore – Tirunelveli special train will leave Chennai Egmore at 21.05 hrs. o­n17.10.2014 & 31.10.2014 and reach Tirunelveil at 09.45 hrs. the next day.

The composition of the trains will be 1 AC 2-tier, 2 AC 3-tier, 10 Sleeper Class, 6 general second class coaches, 1 luggage-cum-brake van and 1 luggage-cum-brake van with accommodation for the differently abled.

The trains will stop at Vanchi Maniyachchi, Kovilpatti, Satur, Virudhunagar, Madurai, Kodaikanal Road, Dindigul, Tiruchchirappalli, Vriddhachalam, Villupuram, Chengalpattu and Tambaram.Train No.06714 will stop at Mambalam also.

2. Special trains between Tirunelveli – Chennai Egmore (via.Main Line)

Train No.06716 Tirunelveli – Chennai Egmore superfast special train will leave Tirunelveli at 18.15 hrs. o­n12.10.2014 & 02.11.2014 and reach Chennai Egmore at 07.15 hrs. the next day.

Train No.06715 Chennai Egmore – Tirunelveli special train will leave Chennai Egmore at 22.45 hrs. o­n13.10.2014 & 03.11.2014 and reach Tirunelveil at 12.30 hrs. the next day.

The composition of the trains will be 1 AC 2-tier, 2 AC 3-tier, 12 Sleeper Class, 6 general second class and 2 luggage-cum-brake van coaches.

The trains will stop at Vanchi Maniyachchi, Kovilpatti, Sattur, Virudhunagar, Madurai, Dindigul, Tiruchchirappalli, Thanjavur, Kumbakonam, Mayiladuthurai, Chidambaram, Tiruppadirippuliyur, Villupuram, Chengalpattu and Tambaram.Train No.06716 will stop at Mambalam also.

3. Special train from Chennai Egmore to Tirunelveli (via.Chord Line)

Train No.06015 Chennai Egmore – Tirunelveli special train will leave Chennai Egmore at 21.05 hrs. o­n18.10.2014 and reach Tirunelveil at 09.45 hrs. the next day.

The composition of the train will be 1 AC 2-tier, 2 AC 3-tier, 10 Sleeper Class, 6 general second class and 2 luggage-cum-brake van coaches.

The train will stop at Tambaram, Chengalpattu, Villupuram, Vridhachalam, Tiruchchirappalli, Dindigul, Madurai, Virudhunagar, Satur, Kovilpatti and Vanchi Maniyachchi.

4. Superfast special train from Tirunelveli to Chennai Egmore (via.Main Line)

Train No.06016 Tirunelveli – Chennai Egmore superfast special train will leave Tirunelveli at 18.15 hrs. o­n19.10.2014 and reach Chennai Egmore at 07.20 hrs. the next day.

The composition of the train will be 1 AC 2-tier, 2 AC 3-tier, 10 Sleeper Class, 6 general second class and 2 luggage-cum-brake van coaches.

The train will stop at Vanchi Maniyachchi Kovilpatti, Sattur, Virudhunagar, Madurai, Dindigul, Tiruchchirappalli, Thanjavur, Kumbakonam, Mayiladuthurai, Chidambaram, Tiruppadirippuliyur, Villupuram, Chengalpattu, Tambaram and Mambalam.

5. Superfast special train from Chennai Central to Coimbatore

Train No.06605 Chennai Central – Coimbatore superfast special train will leave Chennai Central at 10.15 hrs. o­n 27.10.2014 and reach Coimbatore at 18.00 hrs. the same day.

The composition of the train will be 1 AC 2-tier, 3 AC 3-tier, 14 Sleeper Class and 2 luggage-cum-brake van coaches.

The train will stop at Arakkonam, Katpadi, Jolarpettai, Salem, Erode and Tiruppur.

Advance reservations for the above trains (in sl. nos. 1 – 5) will commence o­n 09.10.2014

PREMIUM SUPERFAST SPECIAL TRAIN

1. PREMIUM superfast special train from Coimbatore to Chennai Central

Train No.00606 Coimbatore – Chennai Central PREMIUM superfast special train will leave Coimbatore at 22.00 hrs. o­n 26.10.2014 and reach Chennai Central at 05.45 hrs. the next day.

The composition of the train will be 1 AC 2-tier, 3 AC 3-tier, 14 Sleeper Class and 2 luggage-cum-brake van coaches.

The train will stop at Tiruppur, Erode, Salem, Katpadi and Perambur.

Advance reservations for Train No.00606 will commence o­n 11.10.2014

Superfast Special Trains between Pune and Bilaspur

Central Railway has decided to run 14 Superfast Special trains to clear the extra rush of Passengers. The details are as under:

08296 Weekly Superfast special will leave Pune at 15.15 hrs every Wednesday from 01.10.2014 to 12.11.2014 (7 trips) and will arrive Bilaspur at 12.05 hrs next day.

08295 Weekly Superfast special will leave Bilaspur at 12.15 hrs o­n every Tuesday from 30.09.2014 to 11.11.2014 (7 trips) and will arrive Pune at 11.45 hrs. next day.

HALTS: Daund, Kopargaon, Manmad, Bhusaval, Akola, Badnera, Dhamangaon, Wardha, Nagpur, Gondia, Rajnandgaon, Durg, Raipur and Bhatapara.

COMPOSITION:-  Two AC 2-Tier, Five AC 3-Tier, Five Sleeper class, 4 General second class and 2 General second class cum guard's brake vans.

RESERVATION: Bookings for 08296 will open from 25.09.2014.

JANSADHARAN Special Trains to clear the Rush During Dasara Season

South Central Railway will run Eight Jansadharan special trains between Tirupati-Nizamabad, Machilipatnam-Tirupati and Tirupati-Kakinada-Renigunta to clear extra rush during the Dussera season.

The Jansadharan special trains are specially designed services to meet the needs of passengers who could not get reserved accommodation in other trains and for those planning their journey in the last minute.

Each of these fully Un-Reserved Jansadharan special trains will be run with all General Second Class Coaches. These services will be useful in easing out the load o­n the General Un-reserved Coaches of regular Express Trains in that route.

For travel for a distance beyond 200 kms, passengers can purchase their tickets three days in advance from General Booking Counters.

I)Tirupati-Nizamabad-Tirupati Jansadharan Special Trains

(via  Vijayawada, Khammam, Kazipet, Secunderabad):- (02 services)

Train No. 07639 Tirupati-Nizamabad Jansadharan Special train will depart Tirupati at 05:00 pm o­n 1st October, 2014 (Wednesday), arrive/depart Secunderabad at 05.50/06.10 am o­n the next day and arrive Nizamabad at 09:25 am.

In the return direction, Train No.07640 Nizamabad-Tirupati Jansadharan Special train will depart Nizamabad at04:25 pm o­n 2ndOctober, 2014 (Thursday), arrive/depart Secunderabad at 07.40/08.00 pm and arrive Tirupati at10:00  am o­n the next day.

Enroute, these special trains will also stop at Renigunta, Gudur, Nellore, o­ngole, Chirala, Tenali, New Guntur, Vijayawada, Khammam, Mahabubabad, Warangal, Kazipet, Janagaon Moula Ali, Malkajgiri, Bolaram, Medchal and Kamareddi stations in both the directions.

These trains will have 14 coaches viz., twelve General Second Class and two Second Class Luggage Cum Brake van Coaches.

II)Machilipatnam-Tirupati- Machilipatnam Jansadharan Superfast Special Trains

(via  Gudivada, Vijayawada, Tenali):- (02 services)

Train No. 07403 Machilipatnam-Tirupati Jansadharan Superfast Special train will depart Machilipatnam at 10:10 pm o­n 30th September, 2014 (Tuesday) and arrive Tirupati at 06:35 am o­n the next day.

In the return direction, Train No.07404 Tirupati- Machilipatnam Jansadharan Superfast Special train will depart Tirupati at 07:15 pm o­n 3rdOctober, 2014 (Friday) and arrive Machilipatnam at 03:45 am o­n the next day.

Enroute, these special trains will stop at Pedana, Gudivada, Vijayawada, New Guntur, Tenali, o­ngole, Nellore, Gudur and Renigunta stations in both the directions.

These trains will have 14 coaches viz., twelve General Second Class and two Second Class Luggage Cum Brake van Coaches.

III)Tirupati-Kakinada-Renigunta Jansadharan Special Trains :- (04 services)

Train No. 07257 Tirupati-Kakinada Jansadharan Special train will depart Tirupati at 10:00 pm o­n 28th September and 5thOctober, 2014 (Sunday), arrive/depart Renigunta 10:23/10:25 and arrive Kakinada at 10:50 am o­n the next day.

In the return direction, Train No.07258 Kakinada-Renigunta Jansadharan Special train will depart Kakinada at03:00 pm o­n 29thSeptember and 6th October, 2014 (Monday) and arrive Renigunta at 06:00  am o­n the next day.

Enroute, these special trains will stop at Gudur, Nellore, Kavali, o­ngole, Chirala, Tenali, New Guntur, Vijayawada, Gudivada, Kaikaluru, Akivedu, Bhimavaram Town, Tanuku, Nidadavolu, Rajahmundry, Dwarapudi, Samalkot and Kakinada Town stations in both the directions.

These trains will have 10 coaches viz., eight General Second Class and two Second Class Luggage Cum Brake van Coaches.
